I think that you should address your request to grown up persons.Surely there is somebody in city mayorate who is responcible for leisure time of teenagers. Discuss it with your parents or parents of your friends. Talk to the teachers in your school . I am sure there will be somebody who is enthusiastic and is eager to help you. May be somebody could publish an article about this problem in the local newspaper. Good luck!
